The Healthcare Integrity and Protection Data Bank (HIPDB)

The United States Department of Health and Human Services (HHS) was directed by the Health Insurance Portability and Accountability Act (HIPAA) of 1996 to create the Healthcare Integrity and Protection Data Bank (HIPDB) to combat fraud and abuse in health insurance and health care delivery.  Health care fraud results in huge financial costs and threatens the quality of health care and patient safety.

The HIPDB is primarily a flagging system that may serve to alert users that a comprehensive review of a practitioner's, provider's, or supplier's past actions may be prudent. The HIPDB is intended to augment, not replace, traditional forms of review and investigation, serving as an important supplement to a careful review of a practitioner's, provider's, or supplier's past actions. In order to access information, eligible entities must first register with the Data Bank.

HIPDB information is not available to the general public. Information reported to the HIPDB is considered confidential and shall not be disclosed except as specified in the HIPDB regulations.

If the Board designates NABP as its authorized agent (NABP Letter of Agreement and HIPDB Authorized Agent Designation ) to report final adverse actions to HIPDB,

the Board will:

  • Report disciplinary actions to NABP electronically, using the Access database and Data Entry Program. Click link to download.
  • Maintain a copy of the Access database information for its use.

    IMPORTANT INFORMATION TO NOTE:

  • Per the HIPDB Guidebook, Chapter E. Reports, E-2: “The HIPDB system does not accept reports that do not include information in all mandatory fields. An entity’s lack of mandatory information does not relieve it of its reporting requirements for the purposes of Section 1128E.”

  • Per the National Practitioner Data Bank Guidebook, Chapter E. Reports, E-3; Reporting Subject Social Security Numbers: “An SSN is required for adverse licensure actions, as these reports are also mandated for inclusion in the HIPDB under Section 1128E of the Social Security Act. Section 1128E requires that SSNs be provided as part of the reporting process.”

and NABP will:

  • Transmit all required records to HIPDB and provide feedback on HIPDB rejected/accepted data.
  • Provide monthly Clearinghouse reports.
