NABP's Lester E. Hosto Distinguished Service and Fred T. Mahaffey Awards Recognize Dedicated Individuals
The National Association of Boards of Pharmacy® (NABP®) is delighted to announce the recipients of its Lester E. Hosto Distinguished Service and Fred T. Mahaffey awards, who will be honored during the Annual Awards Dinner from 7 to 10:30 PM on May 24, 2005, at the Association's 101st Annual Meeting, held in New Orleans, LA, May 21-24, 2005. The following individuals will be recognized for their diligent efforts and dedication to NABP and the pharmacy profession.
2004-2005 Lester E. Hosto Distinguished Service Awards NABP's Lester E. Hosto Distinguished Service Award is presented to those individuals whose contributions to the protection of the public health, in the opinion of the Executive Committee, greatly furthered the goals and objectives of the Association. This year, two recipients were named: Barbara A. Wells, BScPhm, will receive the Lester E. Hosto Distinguished Service Award and Thomas M. Glenski, RPh, will receive the Lester E. Hosto Distinguished Service Award for Inspectors.
Currently director of the Canadian Coordinating Office for Health Technology Assessment's (CCOHTA) new program, the Canadian Optimal Medication Prescribing and Utilization Service (COMPUS), Barbara A. Wells adheres to COMPUS' goal which is ". . . [to] strive to achieve optimal drug-related health outcomes, improved quality of life and cost-effective use of medications by changing the attitudes, knowledge, skills and, ultimately, behaviors of health care providers and patients/consumers." Before joining CCOHTA last year, Wells spent nine years as the founding executive director of the National Association of Pharmacy Regulatory Authorities (NAPRA) in Canada. While serving as executive director of NAPRA, Wells was responsible for the development of a number of national initiatives of importance to pharmacy regulators in Canada and the United States. These initiatives include the development and implementation of the national harmonized drug scheduling system for Canada, the creation of a Mutual Recognition Agreement to support inter-provincial mobility for pharmacists, and harmonized standards of practice for pharmacists across Canada. She also oversaw the creation of frameworks for the national model continuing competence and specialty recognition programs for Canadian pharmacists. Prior to joining NAPRA, she was the director of corporate affairs for Glaxo Canada, served in community and hospital practices, and held senior management positions at the Ontario College of Pharmacists.
Thomas M. Glenski has served as an inspector and most recently as chief inspector with the Missouri Board of Pharmacy since 1996. Glenski was chosen for his exemplary service in protecting the public health of Missourians. From January 2001 to the present, Glenski played a key role in the Board's 100 undercover drug operations dealing with Internet pharmacies. These operations have led to the issuance of 49 Cease and Desist Warning letters to pharmacists throughout the US, denial of four pharmacy permit applications, five disciplinary actions in Missouri, three injunction actions, and six cases that are currently pending legal action. He has also been instrumental in the establishment of the Board's Program for Randomized Testing of Compounded Products, in which the Board randomly collects and tests compounded drugs from Missouri pharmacies. Glenski established a successful contract with a testing laboratory and developed policies and procedures for the obtaining, handling, and testing of compounded drugs. Before joining the Board, he served as a staff pharmacist, chief pharmacist, and manager in various community pharmacies.
2005 Fred T. Mahaffey Award In honor of the Association's executive director emeritus, the Fred T. Mahaffey Award is presented to an individual state board of pharmacy in recognition of its commitment to the Association's mission and goals. This year, NABP honors the state boards of pharmacy in California, Florida, and Nevada with this award. Since the revision of NABP's Model Rules for the Licensure of Wholesale Distributors, NABP has been advising several state boards of pharmacy and applicable state regulatory agencies on language for electronic pedigree provisions contained in wholesale distributor legislation. The California, Florida, and Nevada Boards of Pharmacy have made strides to incorporate pedigree mandates into their own regulations.
In 2001, Nevada led the way with legislation mandating paper pedigrees for all prescription drugs from those wholesale distributors that are not authorized distributors of record. Nevada also required extensive wholesale distributor licensure applications and criminal background checks. California and Florida will be the first states to impose pedigree requirements that provide incentive to wholesale distributors to implement e-pedigrees instead of paper pedigrees. California and Florida have also followed Nevada in passing stringent legislation regarding pedigrees and wholesale distributors.
