NABP Honors Leaders at the Forefront of Public Health Protection at Association's 107th Annual Meeting
The National Association of Boards of Pharmacy® (NABP®) honored leaders in the protection of public health at the Association’s 107th Annual Meeting, held May 21-24, 2011, in San Antonio, TX. Each year, the Association presents awards to individuals who have worked with unwavering dedication to ensure NABP’s continued service to the regulation of pharmacy practice and its efforts to assist the state boards of pharmacy in protecting the public health.
Those honored leaders include 2011 Honorary President Kim A. Caldwell, RPh; 2010-2011 NABP President William T. Winsley, MS, RPh; the Ohio State Board of Pharmacy, recipient of the 2011 Fred T. Mahaffey Award; the 2011 John F. Atkinson Service Award recipient Carol E. Fisher, RPh, MPA; the 2011 Henry Cade Memorial Award winner Mary J. Ryan, RPh, MBA; and the 2011 Lester E. Hosto Distinguished Service Award recipient Susan Ksiazek, RPh.
Biographies for the award winners follow:
2011 Honorary President: Kim A. Caldwell, RPh
Receiving the 2011 honorary president award is Kim Caldwell, for his exemplary service in protecting the public health and significant involvement in NABP. Mr Caldwell has been an active member of NABP, having participated as chair of numerous NABP task forces including the Task Force to Review Accreditation Standards for Community Pharmacy; the Task Force on
Continuous Quality Improvement, Peer Review, and Inspecting for Patient Safety; and the Task Force to Examine NABP’s Data Resources. He has been a member of the Texas State Board of Pharmacy since 1997, serving as the Board president from 1999 to 2000. Currently, he is the director of Competitive Health Analytics, Inc, a business unit within Humana, Inc. Mr Caldwell earned a bachelor of science degree in pharmacy from Southwestern Oklahoma State University.
NABP President’s Award: William T. Winsley, MS, RPh
Under William Winsley’s leadership, NABP expanded its Government Affairs Department in order to offer additional support to boards of pharmacy through customized services. The expansion allowed Government Affairs to offer boards of pharmacy additional services such as staff training, assistance with evaluating operations processes, and inspection services. Further, to create new opportunities for discussion, education, and collaborative problem solving among members, Mr Winsley also initiated the NABP Interactive Forums, beginning with the Interactive Member Forum in September 2010. Also, under Mr Winsley’s guidance, the Association developed and implemented the PMP InterconnectTM service which will help states fight prescription drug abuse and misuse. A graduate of The Ohio State University, Mr Winsley earned his bachelor of science degree in pharmacy and his master of science degree in hospital pharmacy administration.
Fred T. Mahaffey Award: Ohio State Board of Pharmacy
Holding the nation’s strictest laws and regulations on e-prescribing, the Ohio State Board of Pharmacy has advanced efforts to provide a thorough authentication process for all electronic prescription transmission systems that is in compliance with Drug Enforcement Administration’s interim final rule, which became effective June 1, 2010. The Board’s authentication approval process includes reviewing that each system has true “positive identification” of the prescriber sending the prescription pursuant to the Ohio Administrative Code, that every system has security and accountability of all confidential information, that the pharmacist receiving the prescription can identify that the item has approvable status with the Ohio State Board of Pharmacy, and that the pharmacist receiving the prescription can identify that the prescription is legitimate. Currently, the Ohio State Board of Pharmacy is the only state that requires a second layer of authentication and documentation on e-prescriptions in its effort to prevent forgery. Ohio State Board of Pharmacy President Richard F. Kolezynski, RPh, accepted this award on the Board’s behalf.
John F. Atkinson Service Award: Carol E. Fisher, RPh, MPA
Since 2000, Carol Fisher has served as the director of the Texas State Board of Pharmacy’s Enforcement Division, which inspects pharmacies throughout the state. Ms Fisher joined the Texas State Board of Pharmacy in 1978 when she was hired as one of the two pharmacists to serve as the agency’s first compliance officers. As one of the first in this position, she was instrumental in laying the foundation for the new compliance program. In 1982, when the compliance program was expanded, Ms Fisher became the first director of compliance where she established the procedures for operation of the program as well as procedures for inspection of pharmacies in the state. After serving as director of compliance for five years, Ms Fisher became the director of adjudication and legal support services until becoming the first director of enforcement for the agency. On many occasions, Ms Fisher has helped the Texas Board develop and improve existing rules due to her diligence in studying the details of all her cases. Ms Fisher earned a bachelor of science degree in pharmacy from the University of Texas at Austin and a master of public affairs from the University of Texas Lyndon B. Johnson School of Public Affairs.
Henry Cade Memorial Award: Mary J. Ryan, RPh, MBA
Mary Ryan currently serves as the vice president of Medco Health Solution’s Regulatory and Government Affairs Group where she is responsible for interface with various regulatory and legislative bodies. Prior to this position, Ms Ryan was the vice president of operations planning, vice president/general manager of PAID Prescriptions, and director of claims processing. Ms Ryan has been a longtime supporter of NABP’s mission and purpose through her long-term efforts to obtain sponsorships for the Association’s Annual and fall meetings, facilitating support from Medco. Medco’s sponsorships have supported NABP’s efforts to provide continuing education and professional development opportunities for members. Ms Ryan earned a bachelor of science degree in pharmacy from the University of Arizona and a master of business administration degree from Arizona State University.
Lester E. Hosto Distinguished Service Award: Susan Ksiazek, RPh
Susan Ksiazek is an active member of NABP having served on many of the Association’s committees and task forces including the Committee on Law Enforcement/Legislation, the Task Force on Telepharmacy and the Implementation of the Medicare Drug Benefit Medication Therapy Management Provisions, and the Task Force to Examine NABP’s Data Resources. In addition, Ms Ksiazek has served as the NABP District 2 secretary for the past four years. Since 1998, Ms Ksiazek has served as a member on the New York State Board of Pharmacy, serving as chair in 2007. A senior pharmacist at the Erie County Medical Center since 1988, she is responsible for clinical services and performance improvement. Ms Ksiazek also serves as preceptor for experiential rotations at the State University of New York at Buffalo, where she also serves as a clinical adjunct professor and as a student mentor. Ms Ksiazek earned her bachelor of science degree in pharmacy from the State University of New York at Buffalo, School of Pharmacy.
