NABP Honors Leaders at the Forefront of Public Health Protection at Association's 104th Annual Meeting
The National Association of Boards of Pharmacy® (NABP®) honored leaders in the protection of public health at the Association’s 104th Annual Meeting, held May 17-20, 2008, in Baltimore, MD. Each year, the Association presents awards to individuals who have worked with unwavering dedication to ensure NABP’s continued service to the practice of pharmacy and its efforts to assist the state boards of pharmacy in protecting the public health.
Those honored leaders include 2008 Honorary President Charles C. “Curt” Barr, PharmD, RP; 2007-2008 NABP President Oren M. Peacock, Jr, RPh; 2008 Lester E. Hosto Distinguished Service Award (DSA) recipient Bryan H. Potter, DPh; 2008 Lester E. Hosto Inspector DSA recipient George T. Grubbs; and 2008 Henry Cade Memorial Award winners Tom M. Houchens, RPh, FASCP; Arthur I. Jacknowitz, MS, PharmD, RPh; W. Steven Pray, MPH, PhD, RPh; and David B. Roll, PhD.
Abbreviated biographies for the award winners follow:
2008 Honorary President: Charles C. “Curt” Barr, PharmD, RP
Dr Barr is an associate professor of pharmacy practice and assistant dean for alumni relations at Creighton University School of Pharmacy and Health Professions. He began teaching at the university in 1974 as an adjunct professor and in 1998 he became an associate professor. In addition, he is the owner/operator of Barr Pharmacy and Blair Medical Supply, Blair, NE. Dr Barr was also an active member of the Nebraska Board of Pharmacy, serving in various positions from 1997 to 2006. In addition, he was a member of the NABP Executive Committee from 2004 to 2006 and has participated in several NABP committees and task forces including the Committee on Constitution and Bylaws, Advisory Committee on Examinations (ACE), Committee on Resolutions, and the Task Force on Licensing of Pharmacy Benefit Managers, just to name a few. He is an active member of numerous professional organizations and has received honors including the Nebraska Pharmacists Association Committee Award, Innovative Pharmacy Practitioner Award, and Bowl of Hygeia, as well as the National Community Pharmacists Association National Preceptor of the Year (1994). Dr Barr earned a bachelor of science in pharmacy from Creighton University School of Pharmacy in 1974 and a doctor of pharmacy degree from the University of Nebraska College of Pharmacy in 1981.
NABP President’s Award: Oren M. Peacock, Jr, RPh
Through his tireless leadership, Mr Peacock has supported NABP as it has looked inward to enhance its existing programs and develop new services to enable the Association to persist in its mission to protect public health. During his term as 2007-2008 president, two very important task forces convened at Mr Peacock’s direction to address the timely issues of diversion of prescription drugs from common carriers during distribution and continuous quality improvement and peer review. Both task forces produced recommendations that will further the Association’s mission to protect the public health. In addition to making sure that new programs, including the durable medical equipment, prosthetics, orthotics, and supplies accreditation program, continued on their pathways to success, Mr Peacock also made sure that the core NABP programs remained successful despite some challenges that were encountered along the way. During all of this, he continued to drive his presidential initiative to assess the status of quality outcome and peer review regulations in the states as well as the language addressing these issues found in the Model State Pharmacy Act and Model Rules of the National Association of Boards of Pharmacy. His support and commitment have been invaluable as these initiatives have been implemented. Mr Peacock graduated from the University of Texas College of Pharmacy with a bachelor of science degree in pharmacy.
Lester E. Hosto Distinguished Service Award: Bryan H. Potter, DPh
Serving more than 30 years with the Oklahoma State Board of Pharmacy, first as a member in 1971 and then as the executive director beginning in 1989, Mr Potter accomplished much during his tenure with the Board. Under his leadership, the Board successfully changed its designation of pharmacists from registered pharmacist to doctor of pharmacy and implemented an electronic prescription monitoring program for Schedule II prescriptions. Prior to, and during, his position with the Board, Mr Potter owned and operated a pharmacy in Elk City, OK. In addition, Mr Potter has served on the board of directors for the Southwestern Pharmacy Alumni Foundation, and as an active member of the Oklahoma Pharmacists Association. He served three years as acting director of Pharmacy Providers of Oklahoma (1985-1988) and was also on the NABP Executive Committee, serving as a member beginning in 1980 and then as president-elect, president, and chairperson from 1987 to 1990. He has received numerous awards including the NABP Lester E. Hosto DSA Award in 1981, the Knoll Pharmaceutical Company Dedication to Pharmacy Award in 1999, and the Bowl of Hygeia Award in 2005. He was also inducted into the Oklahoma Pharmacy Hall of Fame in 1996. Mr Potter obtained his bachelor of science degree in pharmacy from the Southwestern Oklahoma State University School of Pharmacy.
Lester E. Hosto Inspector Distinguished Service Award: George T. Grubbs
Mr Grubbs has been an inspector for the Alabama State Board of Pharmacy since 1984, and during this time discovered and proved the diversion of more than 435,000 doses of controlled substances from a single community pharmacy. Prior to this, he was a police officer for the city of Birmingham, AL, where he held several different positions including that of a uniformed officer, a detective-sergeant, and a homicide detective and served as a witness at the grand jury, state court, and federal court. Mr Grubbs also served as a United States Navy air controlman. In 2007, Mr Grubbs was nominated for the Alabama Retail Association Law Enforcement Officer of the Year Award. He attended the police training school in the city of Birmingham and the School of Alcoholic Studies at both the University of Georgia and Rutgers University. Additionally, Mr Grubbs obtained his associate degree in applied science from Jefferson State Junior College; studied law enforcement at several institutes including the National Crime Prevention Institute, the University of Alabama Law Enforcement Institute, and the Texas Crime Prevention Institute; and studied homicide investigation at the Alabama Advanced Criminal Justice Academy.
Henry Cade Memorial Award
The following four individuals received the Henry Cade Memorial Award for going above and beyond in their support and assistance to NABP during the fall 2007 suspension of the North American Pharmacist Licensure Examination™ (NAPLEX®) due to a suspected breach in the integrity of the examination. In addition to their efforts in this respect, they have made many other contributions to the practice of pharmacy and protecting the public health.
Tom M. Houchens, RPh, FASCP
Mr Houchens is currently the director of pharmacy services at Laurel Housing Inc, in London, KY. Prior to this position, he was the manager of Begley Drug Company. Mr Houchens was also a member of the Kentucky Board of Pharmacy from 1985 to 1995, serving on the advisory council from 1985 to 1990 and as president of the Board in 1993 and 1995. He is an active member of several NABP committees including ACE, serving as chairperson in 2008, and is also an active participant in the North American Pharmacist Licensure Examination™ (NAPLEX®) Review Committee. In addition, Mr Houchens served on the NABP District 3 Nominations Committee and is a member of the National Community Pharmacists Association, the American Pharmacists Association (APhA), the American Society of Consultant Pharmacists (ASCP), and the Kentucky Pharmacists Association. He also serves as a University of Kentucky field professor and on the Southern Kentucky Area Health Education Center Board of Directors. In 1996, he received the Kentucky Pharmacist of the Year Award and in 2000, the Bowl of Hygeia. Mr Houchens obtained his bachelor of science degree in pharmacy from Samford University.
Arthur I. Jacknowitz, MS, PharmD, RPh
A registered pharmacist in Maine, Pennsylvania, and West Virginia, Dr Jacknowitz has been a professor and distinguished chair in clinical pharmacy at West Virginia University (WVU) School of Pharmacy since 2001. Prior to this, he was professor and chair for the Department of Clinical Pharmacy at WVU. Dr Jacknowitz has numerous published articles to his name including several within the American Journal of Pharmaceutical Education. His extensive involvement in professional organizations includes, but is not limited to, serving as a member of the American Association of Colleges of Pharmacy (AACP) and as chair of the AACP Awards Committee (1990-1993). He is also a member of the NAPLEX Review Committee and the APhA Drug Information Advisory Board, and is a mentor for the American Society of Health-System Pharmacists (ASHP). Dr Jacknowitz obtained his bachelor of science degree in pharmacy from the Brooklyn College of Pharmacy of Long Island University and his master of science degree in biochemical pharmacology from State University of New York at Buffalo. He earned his doctor of pharmacy degree from the Philadelphia College of Pharmacy and Sciences.
W. Steven Pray, MPH, PhD, RPh
Dr Pray is currently the Bernhardt professor of pharmaceutics at Southwestern Oklahoma State University. He has specialized in nonprescription products and devices at the university since 1992. Prior to that, he was an associate professor at the university. Dr Pray also works as a part-time staff pharmacist for Wal-Mart Stores, Inc, and as an independent contractor. He was an active member of the NAPLEX Review Committee for 16 years and is also a member of AACP. Dr Pray also served as a member for the American Public Health Association, the Parenteral Drug Association, and ASCP. He has received several awards including AACP Teacher of the Year in 1995, 1998, and 1999, and has had a copious number of articles published in professional journals. Dr Pray earned a bachelor of science degree in pharmacy from Southwestern State College and a bachelor of arts degree from Southwestern Oklahoma State University and his master of public health degree from Oklahoma University Health Sciences Center. He also holds a doctor of philosophy degree from Purdue University.
David B. Roll, PhD
Dr Roll most recently held the position of director, dietary supplements at the United States Pharmacopeia (USP). Prior to his position with USP, Dr Roll was employed at the University of Utah as a professor of medicinal chemistry; an adjunct professor for the Division of Foods and Nutrition, College of Health; and associate dean for academic affairs at the College of Pharmacy. He was also a congressional fellow for the Office of Senator Byron L. Dorgan. Dr Roll has been an active member of the NAPLEX Review Committee since 1979. In addition, he served as a member of AACP and has served on the advisory board of the American Council on Science and Health. He has received numerous honors including the Lester E. Hosto DSA in 1989 and the Presidential Teaching Scholar Award in 1994, 1995, and 1996. Dr Roll obtained his bachelor of science degree in pharmacy from the University of Montana, and his doctor of philosophy degree from the University of Washington.
