NABP 2006-2007 Executive Committee Inauguratedat 102nd Annual Meeting in San Francisco
Delegates to the National Association of Boards of Pharmacy®'s (NABP®) 102nd Annual Meeting, held April 8-11, 2006, in San Francisco, CA, elected individuals to fill the president-elect, treasurer, and open member positions on the Association's 2006-2007 Executive Committee. At the conclusion of the Annual Meeting, Lawrence H. Mokhiber, MS, RPh, executive secretary of the New York State Board of Pharmacy, assumed the office of NABP president, and immediate Past President Dennis K. McAllister, RPh, a member of the Arizona State Board of Pharmacy, became chairperson of the Executive Committee. The newly elected officers of the NABP Executive Committee are President-elect Oren M. Peacock, Jr, RPh, a member of the Texas State Board of Pharmacy, and Treasurer John R. Dorvee, Jr, PharmD, chairperson of the Vermont Board of Pharmacy. Gary A. Schnabel, RPh, RN, executive director of the Oregon State Board of Pharmacy, was re-elected to serve a second three-year member term. Malcolm J. Broussard, RPh, executive director of the Louisiana Board of Pharmacy was elected to a three-year member term to the Executive Committee; and Lloyd K. Jessen, RPh, JD, executive director/secretary of the Iowa Board of Pharmacy Examiners, and Karen M. Ryle, MS, RPh, member of the Massachusetts Board of Registration in Pharmacy, were each elected to serve one-year member terms. The other members of the 2006-2007 NABP Executive Committee who are currently fulfilling their terms include Reginald B. "Reggie" Dilliard, DPH, member of the Tennessee Board of Pharmacy; Patricia F. Harris, BA, executive officer of the California State Board of Pharmacy; Richard A. "Rich" Palombo, RPh, of New Jersey; and William T. "Bill"Winsley, RPh, MS, executive director of the Ohio State Board of Pharmacy. Abbreviated biographies for the officers and members of the Association's 2006-2007 Executive Committee follow:
Chairperson: Dennis K. McAllister, RPh
Dennis K. McAllister, a member of the Arizona State Board of Pharmacy, automatically assumed the office of chairperson after completing his one-year term as president. Before serving as president, Mr McAllister served a one-year term each as president-elect and treasurer and three years as a member on the Executive Committee. Mr McAllister has been an active participant in many of NABP's committees and task forces. He has served on the Committee on Law Enforcement/Legislation; Task Force to Examine NABP's Data Resources; and Task Force to Examine the Quality and Standards of Internship Requirements. Currently, Mr McAllister is director of pharmacy at Banner Desert Medical Center. He received a bachelor of science in pharmacy degree from the University of Minnesota.
President: Lawrence H. Mokhiber, MS, RPh
Lawrence H. Mokhiber, executive secretary of the New York State Board of Pharmacy, automatically assumed the office of president after completing his one-year term as president-elect. At the conclusion of his year as president, he will assume the office of chairperson of the NABP Executive Committee. He also served a one-year term as NABP treasurer after holding a one-year term as a member. Mr Mokhiber served on NABP's Advisory Committee on Examinations from 1992 until his election to the Executive Committee in 2003. He also served on the North American Pharmacist Licensure Examination™ Review Committee. Mr Mokhiber has held his position as executive secretary for the New York Board since 1987. He is also the executive secretary for the New York State Board of Midwifery. He earned his bachelor of science in pharmacy degree from Albany College of Pharmacy at Union University.
President-elect: Oren M. Peacock, Jr, RPh
Oren M. Peacock, Jr, a member of the Texas State Board of Pharmacy was elected, to serve as president elect. Prior to his election he served a three-year term as a member of the NABP Executive Committee (District VI). In addition to his affiliation with the Texas Board since 1996, he has also participated in several NABP committees and task forces, including the Task Force on Centralized Prescription Filling, and Task Force on Evaluation and Modification of NABP's Constitution and Bylaws. Currently, he is director of Governmental Affairs at CVS/pharmacy Co. Mr Peacock earned his bachelor of science in pharmacy degree from the University of Texas.
Treasurer: John R. Dorvee, Jr, PharmD
John R. Dorvee, Jr, chairperson of the Vermont Board of Pharmacy, was elected treasurer. Prior to his election, he served a two-year member term on the Executive Committee (District I). As a member of the Vermont Board, Dr Dorvee was the Board's designated item writer and item reviewer for NABP's Multistate Pharmacy Jurisprudence ExaminationÆ for five years. In addition he served on NABP's Task Force on Active/Associate Membership. Currently, Dr Dorvee is a critical care clinical pharmacist at Rutland Regional Medical Center. In addition, he was the co-founder of the Vermont Recovering Professionals Program. Dr Dorvee earned his bachelor of science in pharmacy degree from the Albany College of Pharmacy and his doctor of pharmacy degree from Howard University.
Executive Committee Member: Malcolm J. Broussard, RPh
Malcolm J. Broussard, executive director of the Louisiana Board of Pharmacy, was elected to serve a three-year member term representing District VI on the Executive Committee. An active member of NABP as well as state and local professional associations, Mr Broussard has served on NABP's Nominating Committee, Resolutions Committee, and the Committee on Law Enforcement/Legislation. He was also the secretary/treasurer of MALTA-GON, an organization of boards of pharmacy in Mississippi, Alabama, Louisiana, Tennessee, Arkansas, Georgia, Oklahoma, and North Carolina; a field reviewer for the Accreditation Council for Pharmacy Education's Continuing Education Provider Accreditation Program; and parliamentarian at the Louisiana Pharmacists Association's Annual Meetings. Mr Broussard earned his bachelor of science degree in pharmacy from Xavier University of Louisiana.
Executive Committee Member: Reginald B. "Reggie" Dilliard, DPH
Reginald B. "Reggie" Dilliard, member of the Tennessee Board of Pharmacy, is serving the second year of a three-year member term representing District III on the NABP Executive Committee. While a member of NABP, Dr Dilliard has provided valuable input by serving on the Association's Committee on Constitution and Bylaws. Currently, Dr Dilliard is pharmacy manager at a Walgreen's pharmacy. He is involved with his alma mater, the University of Tennessee, as regional vice president of the University's Alumni Board of Directors and as a preceptor for the University's School of Pharmacy. Dr Dilliard received his bachelor of science degree in pharmacy from the University of Tennessee College of Pharmacy.
Executive Committee Member: Patricia F. Harris, BA
Patricia F. Harris, executive officer of the California State Board of Pharmacy, is serving the second year of a three-year member term representing District VIII on the NABP Executive Committee. Ms Harris is responsible for carrying out the policies and strategic planning objectives of the California Board. Some of Ms Harris' recent actions at the Board include serving as a consultant to the Board and its policy development committees on complex policy and program issues, managing the Board's statewide enforcement program, and providing expertise on complex legal and regulatory issues involving the practice of pharmacy and emerging issues. She has served on NABP's Task Force on Technician Regulations and the Task Force on the Test of Spoken English™. Ms Harris holds a bachelor of arts degree in liberal studies from California State University in Sacramento, CA.
Executive Committee Member: Lloyd K. Jessen, RPh, JD
Lloyd K. Jessen, executive director/secretary of the Iowa Board of Pharmacy Examiners, was elected to serve a one-year member term representing District V on the Executive Committee. Mr Jessen has been an active member of NABP, serving on the NABP Committee on Constitution and Bylaws from 2002 to 2004. He was also a member of NABP task forces including the Task Force on the Development of an Equitable Degree Upgrade Mechanism and the Task Force on Electronic Transmission of Data Between Prescriber and Pharmacist. Mr Jessen received his bachelor of science degree in pharmacy from the South Dakota State University College of Pharmacy, and his doctor of jurisprudence degree from Drake University Law School.

Richard A. "Rich" Palombo, of New Jersey, is serving the final year of a three-year member term representing District II on the NABP Executive Committee. Mr Palombo has been an active member of NABP since 2000, when he served as chairperson on the Committee on Law Enforcement/Legislation. He has also been a member of such task forces as the Task Force on Privacy and the Task Force to Examine the Quality and Standards of Internship Requirements. Currently, he is the director of compliance, professional practice, for Medco Health Solutions of Franklin Lakes LLC. Mr Palombo holds a bachelor of science degree in pharmacy from Temple University College of Pharmacy in Philadelphia, PA.

Karen M. Ryle, a member of the Massachusetts Board of Registration in Pharmacy, was elected to serve a one-year member term representing District I. An active member of NABP since she was appointed to the Board, Ms Ryle has served as chairperson for both the Task Force to Develop Recommendations to Best Reduce Medication Errors in Community Pharmacy Practice and the Task Force on Telepharmacy and the Implementation of the Medicare Drug Benefit Medication Therapy Management Provisions. Currently, Ms Ryle is the director of Outpatient Pharmacy Services at Massachusetts General Hospital. She earned both her bachelor of science degree in pharmacy and her master of science degree in drug regulatory affairs from Massachusetts College of Pharmacy and Health Science
Executive Committee Member: Gary A. Schnabel, RPh, RN
Gary A. Schnabel, Oregon State Board of Pharmacy executive director, was re-elected to serve a second three-year member term representing District VII on the NABP Executive Committee. An active member of NABP, Mr Schnabel has participated in several committees including the Committee on Constitution and Bylaws and on task forces such as the Task Force on Active/Associate Membership. Mr Schnabel was named executive director of the Oregon Board in 1999. Prior to that, he was the Board's compliance director from 1994 to 1999. He earned his bachelor of science degree in pharmacy from Oregon State University.
Executive Committee Member: William T. "Bill" Winsley, RPh, MS
William T. "Bill" Winsley, executive director of the Ohio State Board of Pharmacy, is serving the second year of a three-year member term representing District IV on the NABP Executive Committee. Mr Winsley also was a member of NABP's Executive Committee from 2001 to 2002. As an active member of NABP, he has participated in many of the Association's task forces throughout the years, including the Task Force on Importation Enforcement, the Task Force on Limited Distribution and Shortage of Medications, the Task Force on Privacy, and the Task Force on Model Guidelines for Formulary Development. Positions he held prior to joining the Board were assistant director of pharmacy at Akron City Hospital and assistant director of pharmacy and instructor at the West Virginia University Medical Center College of Pharmacy. Mr Winsley holds both a bachelor of science degree in pharmacy and a master of science degree in hospital pharmacy administration from Ohio State University.
