NABP 2005-2006 Executive Committee Inaugurated at 101st Annual Meeting in New Orleans
Delegates to the National Association of Boards of Pharmacy®'s (NABP®) 101st Annual Meeting, held May 21-24, 2005, in New Orleans, LA, elected individuals to fill the president-elect, treasurer, and open member positions on the Association's 2005-2006 Executive Committee.
At the conclusion of the Annual Meeting, President-elect Dennis K. McAllister, RPh, FASHP, member of the Arizona State Board of Pharmacy, assumed the office of NABP president, and immediate Past President Donna M. Horn, RPh, manager of Regulatory Affairs for Brooks Pharmacy in Warwick, RI, became chairperson of the Executive Committee.
The newly elected officers of the NABP Executive Committee are President-elect Lawrence H. Mokhiber, MS, RPh, executive secretary of the New York Board of Pharmacy, and Treasurer Charles R. Young, RPh, CFE, executive director of the Massachusetts Board of Registration in Pharmacy. John R. Dorvee, Jr, PharmD, chairman of the Vermont Board of Pharmacy, was elected to serve a two-year member term. Reginald B. "Reggie" Dilliard, DPH, president of the Tennessee Board of Pharmacy, Patricia F. Harris, BA, executive officer of the Department of Consumer Affairs, California State Board of Pharmacy, and William T. Winsley, RPh, MS, executive director of the Ohio State Board of Pharmacy, were each elected to serve a three-year member term on the Executive Committee. The other members of the 2005-2006 NABP Executive Committee who are currently fulfilling their terms include Charles Curtis "Curt" Barr, PharmD, vice chairperson of the Nebraska Board of Pharmacy; Richard A. Palombo, RPh, member of the New Jersey Board of Pharmacy; Oren M. Peacock, Jr, RPh, president of the Texas State Board of Pharmacy; and Gary A. Schnabel, RPh, RN, executive director of the Oregon State Board of Pharmacy.
Abbreviated biographies for the officers and members of the Association's 2005-2006 Executive Committee follow: Chairperson: Donna M. Horn, RPh Donna M. Horn, former member of the Massachusetts Board of Registration in Pharmacy (District I), automatically assumed the office of chairperson after completing her one-year term as president. Before serving as president, Ms Horn served a one-year term as treasurer and six years as a member on the Executive Committee. Ms Horn has been an active participant in many of NABP's committees and task forces. She has served on the Task Forces on Privacy, Model Guidelines for Formulary Development, Standardization of Technicians' Role and Competencies, and Patient Compliance and Intervention Programs. She is the manager of Regulatory Affairs for Brooks Pharmacy in Warwick, RI. Ms Horn received her bachelor of science in pharmacy degree from the Massachusetts College of Pharmacy and Allied Health Sciences.
President: Dennis K. McAllister, RPh, FASHP Dennis K. McAllister, member of the Arizona State Board of Pharmacy, automatically assumed the office of president after completing his one-year term as president-elect. At the conclusion of his year as president, he will assume the office of chairman of the NABP Executive Committee. He also served a one-year term as NABP treasurer and a two-year member term on the Executive Committee. Mr McAllister has served on NABP's Committee on Law Enforcement/Legislation and Task Force to Examine the Quality and Standards of Internship Requirements. He is the assistant dean at Midwestern University College of Pharmacy Glendale Campus. Mr McAllister earned a bachelor of science in pharmacy degree from the University of Minnesota.
President-elect: Lawrence H. Mokhiber, MS, RPh Lawrence H. Mokhiber, New York Board of Pharmacy executive secretary, was elected NABP president-elect. Prior to his election, he served a one-year term as treasurer of the NABP Executive Committee after holding a one-year term as member. Mr Mokhiber sat on NABP's Advisory Committee on Examinations from 1992 until his election to the Executive Committee in 2003. He also served on the NABPLEX Review Committee. Mr Mokhiber is executive secretary for the New York Board, a position he has held since 1987. He is also the executive secretary for the New York State Board of Midwifery. He earned his pharmacy degree from Albany College of Pharmacy at Union University.
Treasurer: Charles R. Young, RPh, CFE Charles R. Young, executive director of the Massachusetts Board of Registration in Pharmacy, was elected treasurer. Prior to his election, he held a three-year member term on the Executive Committee. Mr Young has served on NABP's Committee on Constitution and Bylaws and Task Force on Centralized Prescription Filling. He began his tenure with the Massachusetts Board in 1985 as a compliance agent. He assumed the position of executive director in 1997. Mr Young earned his pharmacy degree from the Massachusetts College of Pharmacy and Allied Health Sciences in Boston.
Executive Committee Member: Charles Curtis Barr, PharmD Charles Curtis Barr, vice chairman of the Nebraska Board of Pharmacy (District V), is serving the second year of a three-year member term on the Executive Committee. Since becoming a member of NABP, he has been on many committees and task forces. Dr Barr served on NABP's Committee on Constitution and Bylaws and Task Force on Licensing of Pharmacy Benefit Managers. He has been a member of the Nebraska Board since 1997 and has held several officer positions. Dr Barr is an associate professor of Pharmacy Practice and assistant dean for Alumni Relations for the Creighton University School of Pharmacy and Allied Health Professions. He received his doctor of pharmacy degree from the University of Nebraska College of Pharmacy.
Executive Committee Member: Reginald B. "Reggie" Dilliard, DPH Reginald B. "Reggie" Dilliard, president of the Tennessee Board of Pharmacy (District III), was elected to serve a three-year member term on the NABP Executive Committee. While a member of NABP, Dr Dilliard has provided valuable input by serving on the Association's Committee on Constitution and Bylaws. Currently, Dr Dilliard is pharmacy manager at a Walgreen's pharmacy. He is involved with his alma mater, the University of Tennessee, as regional vice president of the university's Alumni Board of Directors and as a preceptor for the university's School of Pharmacy. Dr Dilliard received his bachelor of science in pharmacy degree from the University of Tennessee College of Pharmacy in 1974.
Executive Committee Member: John R. Dorvee, Jr, PharmD John R. Dorvee, Jr, chairman of the Vermont Board of Pharmacy (District I), was elected to serve a two-year member term on the NABP Executive Committee. While a member of the Vermont Board, he was s designated item writer and item reviewer for NABP's Multistate Pharmacy Jurisprudence Examination® for five years. He is an active member of several other organizations including the Vermont Health-System Pharmacists Association and the American Society of Health-System Pharmacists. Currently, Dr Dorvee is a critical care clinical pharmacist at Rutland Regional Medical Center. In addition, he was the co-founder of the Vermont Recovering Professionals Program.
Executive Committee Member: Patricia F. Harris, BA Patricia F. Harris, executive officer of the Department of Consumer Affairs, California State Board of Pharmacy (District VIII), was elected to serve a three-year member term on the NABP Executive Committee. Ms Harris is responsible for carrying out the policies and strategic planning objectives of the California Board. Some of Ms Harris' recent actions at the Board include serving as a consultant to the Board and its policy development committees on complex policy and program issues; managing the Board's statewide enforcement program, which includes complaint mediation, investigations, inspections, cite and fine, pharmacist-recovery program, probation monitoring, and disciplinary action; and providing expertise on complex legal and regulatory issues involving the practice of pharmacy and emerging issues. Ms Harris holds a bachelor of arts degree in liberal studies from California State University in Sacramento, CA.
Executive Committee Member: Richard A. Palombo, RPh Richard A. Palombo, member of the New Jersey Board of Pharmacy (District II), is serving the second year of a three-year member term on the Executive Committee. Mr Palombo has been an active member of NABP since 2000, serving on the Committee on Law Enforcement/Legislation. He has also been a member of such task forces as the Task Force on Privacy and the Task Force to Examine the Quality and Standards of Internship Requirements. Currently, he is the director with the Pharmacy Professional Practice Group and compliance coordinator for Medco Health Solutions, Inc. Mr Palombo holds a bachelor of science in pharmacy degree from Temple University College of Pharmacy in Philadelphia, PA.
Executive Committee Member: Oren M. Peacock, Jr, RPh Oren M. Peacock, Jr, president of the Texas State Board of Pharmacy (District VI), is serving the third year of a three-year term as a member of the NABP Executive Committee. In addition to his affiliation with the Texas Board since 1999, he has also participated in several NABP task forces and committees, including the Committee on Resolutions, Task Force on Centralized Prescription Filling, and Task Force on Evaluation and Modification of NABP's Constitution and Bylaws. Currently, he is vice president of Pharmacy Relations at the Eckerd Drug Company. Mr Peacock earned his pharmacy degree from the University of Texas.
Executive Committee Member: Gary A. Schnabel, RPh, RN Gary A. Schnabel, Oregon State Board of Pharmacy executive director (District VII), is serving the third year of a three-year term as a member of the NABP Executive Committee. An active member of NABP, Mr Schnabel has participated in several committees including the Committee on Constitution and Bylaws and Nominating Committee. Mr Schnabel was named executive director of the Oregon Board in 1999. Prior to that, he was the Board's compliance director from 1994 to 1999. He earned his pharmacy degree from Oregon State University.
Executive Committee Member: William T. Winsley, RPh, MS William T. Winsley, executive director of the Ohio State Board of Pharmacy (District IV), was elected to serve a three-year member term on the NABP Executive Committee. Mr Winsley also was a member of NABP's Executive Committee from 2001 to 2002. Mr Winsley is an active member of NABP and has participated in many of the Association's committees and task forces throughout the years, including the 2004 Task Force on Importation Enforcement, the 2003 Task Force on Limited Distribution and Shortage of Medications, the 2002 Task Force on Privacy, and the 2000 Task Force on Model Guidelines for Formulary Development. Positions he held prior to joining the Board were assistant director of pharmacy at Akron City Hospital and assistant director of pharmacy and instructor at the West Virginia University Medical Center College of Pharmacy. Mr Winsley holds both a bachelor of science in pharmacy degree and a master of science in hospital pharmacy administration degree from Ohio State University.
