Title: Implementation of the Medicare Prescription Drug, Improvement, and Modernization Act of 2003
Action: Passed
Whereas, the Medicare Prescription Drug, Improvement, and Modernization Act of 2003 (MMA) represents a significant change in the existing government health care program for Medicare beneficiaries; and
Whereas, on January 1, 2006, the federal Medicare program will offer, for the first time, an outpatient prescription drug benefit to all Medicare beneficiaries; and
Whereas, prescription drug plans offering the new Medicare drug benefit will be required to have both concurrent and retrospective drug utilization review systems and a medication therapy management (MTM) program to ensure that medications prescribed for targeted beneficiaries are appropriately used to optimize therapeutic outcomes and reduce the risk of adverse events;
THEREFORE BE IT RESOLVED that NABP study the implementation of MMA and review the NABP Model State Pharmacy Act and Model Rules to incorporate services defined under MMA, such as the provision of pharmacist care across state lines, and revise the NABP Model State Pharmacy Act and Model Rules to allow pharmacists to provide MTM services.
